No. VpnHood! SERVER ships with a small built-in file-based access manager, so you can run a server on your own with no panel at all. MANAGER is what you add when one server becomes several: load balancing between them, monitoring and reports, user management, and an interface you can brand as your own.

Live in one command
Paste a single line on any Linux or Windows server and it installs itself, configures itself, and shows up in your panel. Rather not touch a terminal? Hand us the SSH login and we will do it for you.
Your users just paste a key
Send them an access key. They install VpnHood! CLIENT, paste it once, and they are connected. Nothing to import, nothing to explain, no support ticket.
Sell plans, not servers
Decide once what a plan is worth: how many devices, how much traffic a month, what speed, how long it lasts. Then issue as many keys against it as you like.
One key, every server
A server farm spreads traffic across all the servers in it, giving the strongest ones the biggest share. Add another server and it starts carrying users straight away.
Blocked? Keep your users connected
On supported hosts you can order a fresh IP from the panel and release the old one. Point your farm at a token URL and your users' apps pick up the new address on their own, so nobody has to resend a thing.
Looks like ordinary HTTPS
Every farm gets its own TLS certificate. Own a domain? We issue and renew a trusted one through Let's Encrypt for free. Or bring the certificate you already have.
